You’ll want to begin discussing your plans with your dean as soon as you consider applying for a grant. Then your dean will bring the Provost on board.

The Application for Grant Form is used to obtain campus approval of your grant (or contract) application. It contains budget and other information and is signed by you as the Project Director, your dean, the Provost, the Director of Sponsored Research, and the Vice President for External Affairs and Development. The Application for Grant Form, the budget, budget narrative and proposal, are brought to Sponsored Research (HUM 2064) 10 days before the grant application deadline. We review the budget and then you obtain the other approvals. State of New York/United University Professions
Joint Labor-Management Committees - Grants Programs


OVERVIEW

For more than 30 years, NYS and UUP have worked together through the Joint Labor-Management Committees to build a series of successful partnerships within public higher education. Six Joint Labor-Management Committees (JLMCs) of equal representation from the State and UUP, the union that represents the academic and professional faculty of the SUNY system, are funded in the 2003-2007 Agreement.

Six Joint Labor-Management Committees, negotiated in the 2003-2007 State/UUP Agreement, address mutually identified issues affecting members of the Professional Services Negotiating Unit and provide funding opportunities to members in various programs. Each committee has an equal number of representatives appointed by the Director of the Governor's Office of Employee Relations (GOER) and the President of the United University Professions (UUP). Within each committee, there is an Executive Committee, comprised of the Director of GOER and the President of UUP or their designees, that approves all funding recommendations for joint labor-management initiatives. A permanent, neutral staff that is jointly appointed by GOER and UUP serves the committees.

Affirmative Action/Diversity
Established under Article 10, No Discrimination, this committee enhances employment opportunities for minorities, women, persons with disabilities, and Vietnam-era veterans through the Dr. Nuala McGann Drescher Award and Grants for Employees with Disabilities.
 
Employment
Established under Article 35, Retrenchment, this committee assists employees who are transitioned, retrenched, terminated, and perceived to be at high risk of retrenchment through the Employment Counseling and Placement Program and the Retraining Fellowship Program. The Enrollment Enhancement Program provides assistance to academic departments with declining enrollment.
 
Professional Development
Established under Article 42, Professional Development Committee, this committee oversees programs that provide supplemental support of employees' professional development activities, including research, course work and attendance and participation in professional conferences through Individual Development Awards and Special Projects Fund.
 
Safety and Health
Established under Article 43, Safety and Health Committee, this committee provides targeted training to health and safety professionals to continually update and refine the skills needed to recognize and correct potential hazards in the workplace and to ensure compliance with applicable laws and regulations. The Dr. Herbert Wright Award Program provides funds for participation in externally sponsored training programs.
 
Technology
Established under Article 44, Technology Committee, this committee provides access to existing technological tools and how to utilize and apply technology to enhance educational opportunities through the Technology Grants Program.
 
Campus Grants
Established under Article 45, Campus Grants Committee, this committee is comprised of a labor and management representative from each of the six joint labor-management committees. The Campus Grants Program enables campus labor-management committees to submit proposals to address mutually identified needs that will benefit groups of employees at one or more campuses.

PROFESSONAL DEVELOPMENT COMMITTEE

Individual Development Awards Program 2006-2007

Program Guidelines

Objective

The Individual Development Awards Program is designed to support a variety of professional development projects or activities by assisting eligible employees to develop their full professional potential and to prepare for advancement. Full-time employees who accrue annual leave are not required to charge those credits for any project or activity funded by an Individual Development Award.

The Campus Professional Development Committee administers the Individual Development Awards Program on each campus. Proportional allocations are assigned to each Campus Professional Development Committee based on unit member population. The Campus Professional Development Committee is required to dedicate a minimum of 15 percent of the funds under this program to part-time employees. If applications from part-time employees amount to less than 15 percent of the total funds, then the remainder from the set aside amount can be reallocated to awards for full-time employees. On campuses where more than 35 percent of the faculty are part time, the Campus Professional Development Committee should consider increasing the portion of funds set aside for part-time awards.

The maximum amount that can be awarded for each employee under this program is $1,000. Employees are only eligible to be funded for one project or activity per award period.

Eligibility

Purchase College Application Process for 2006-2007

The following are instructions for 2006-2007 application submissions:

  1. Applications are available online at: http://www.uup.lmc.state.ny.us/forms/app.html
  2. The grant covers the period of July 1, 2006 through June 30, 2007. Your project must begin no earlier than July 1, 2006 and end no later than June 30, 2007. Applications for projects beginning or ending outside of these dates will be disqualified.
  3. All part-time and full-time faculty and staff who are members of UUP are eligible to apply.
  4. Applicants may only apply for one discrete project. Awards are not transferable to other projects. Should you be unable to use the funds awarded for your designated project, your award will be forfeited.
  5. Applications that include more than one project or are outside the dates stipulated will be disqualified.
  6. Submit only hardcopy applications; NO faxed or email applications will be accepted.
  7. The deadline for application submission is Thursday, February 8, 2007. If you are submitting last minute and are concerned that the application may not arrive on time through campus mail, please hand deliver your application to Alice Gullotta by the above date.
  8. The committee should be made aware of all other funding you have applied for and/or received for your project. Please be sure to note this on your application, or provide a separate sheet with this in formation.
  9. All State guidelines are followed. Tuition is reimbursed at S.U.N.Y. rates only. Please check with your department prior to submitting your application to ensure that your expenses are reimbursable according to State guidelines.

Among the types of support the committee can approve are: registration fees for conferences or workshops; consumable supplies; books and software; travel expenses; research support (computer time, network access, clerical support); equipment lease or purchase (any equipment becomes the property of the State of New York); tuition and course related supplies. The maximum allowance for tuition and/or travel reimbursement will be at the SUNY rate at the time of application.

Procedures for reimbursement will be set forth in award letters. Please retain all original receipts. Read the rules carefully. The committee must adhere to all criteria in reviewing applications and is compelled to reject any application that does not comply with all regulations.

Special Projects Fund Program

Program Guidelines

Objective

The Special Projects Fund Program is intended to provide release time and salary replacement to assist eligible employees in developing their full professional potential and in preparing for advancement. Only expenses surrounding salary for a replacement for a period of at least five days will be considered for funding. All other expenses that might be required to conduct the project or activity must be provided by other campus sources. Employees who accrue annual leave are not required to charge those credits for any project or activity funded by a Special Projects Fund. A maximum of $4,000 may be awarded to eligible employees only once in each award period.

AFFIRMATIVE ACTION & DIVERSITY COMMITTEE

Dr. Nuala McGann Drescher Affirmative Action/Diversity Leave Program

Program Guidelines

Objective

The Dr. Nuala McGann Drescher Affirmative Action/Diversity Leave Program enhances employment opportunities for minorities, women, employees with disabilities and Vietnam-era veterans who are preparing for permanent or continuing appointments. The Affirmative Action/Diversity Committee seeks to promote a broad diversity of award recipients. To achieve this, the Committee considers, but is not limited to, geographic location and campus type.

The types of support available include:

Consideration will be given to areas of Scholarship and Mastery of Specialization including, but not limited to, the following projects or activities:

Employees who are nearer their tenure review date and whose applications reflect a higher level of campus monetary support will be given particular consideration.

Grants for Employees with Disabilities

Program Guidelines

Objective

The Grants for Employees with Disabilities Program establishes a fund for employees with disabilities, as defined by the Americans with Disabilities Act (ADA), to assist them to achieve their professional potential. The funds cover out-of-pocket expenses incurred for professional work-related projects or activities due to the disability. They are not intended for accommodations that the campus must provide under the ADA. The maximum individual award is $5,000 for each application.

CAMPUS GRANTS PROGRAMS

Program Guidelines

Objective

The Campus Grants Program is intended to supplement campus funding for projects or activities that would develop or enhance cooperative problem solving, professional development, creative use and understanding of technology, safer working conditions and understanding and facilitating diversity in the workplace. The possibility of providing salary for a replacement, extra-service payments, or hourly payment for secretarial, clerical, or assistants' help will be considered provided such requests are fully justified. The maximum amount awarded per application is $15,000. Larger amounts may be considered in special circumstances.

TECHNOLOGY GRANTS PROGRAM COMMITTEE

Program Guidelines

Objective

The goal of the Technology Grants Program is to facilitate projects or activities that positively influence the academic environment through technology, especially those projects or activities that may impact multiple campuses. Prior to submitting a formal proposal, a short conceptual summary is encouraged for review by the Committee since a broad range of projects or activities may be funded through this Program.

II. A completed Application, with attachments, should be submitted after the conceptual summary has been approved by the Committee, at least 45 days prior to the commencement of the project or activity.

SAFETY AND HEALTH COMMITTEE

Dr. Herbert N. Wright Memorial Safety and Health Training Award Program

Program Guidelines

Objective

The Dr. Herbert N. Wright Memorial Safety and Health Training Award Program provides employees with the opportunity to develop and enhance their ability to identify and control workplace hazards. Grant funds are available for disbursement for educational, training, and skill building activities at local or remote sites. The maximum individual award under this program is $3,000. An individual may apply for more than one award within the current contract period.

A completed Application, with attachments, may be submitted on an ongoing basis. Whenever possible, applications should be submitted 90 days prior to the commencement of the project or activity.

EMPLOYMENT COMMITTEE

Employment Counseling and Placement Program

Program Guidelines

Objective

The Employment Counseling and Placement Program provides financial support for employment counseling, placement fees, and related expenses to employees whose employment has been terminated due to retrenchment, or who have been notified of retrenchment, or who are perceived to be at high risk of retrenchment. A maximum of $3,500 may be awarded for a one-year period, depending on the employee's plan and availablity of funds.

Retraining Fellowship Program

Program Guidelines

Objective

The Retraining Fellowship Program provides financial support to employees who have been terminated due to retrenchment, who have been notified of retrenchment, or who are perceived to be at high risk of retrenchment to pursue an organized course of study in order to attain other employment opportunities. Funding is normally limited to two years, and may be awarded for an entire academic year, including the summer term, or pro-rated on a semester-by-semester basis. The Committee will consider a third year of funding where sufficient justification is provided.

Enrollment Enhancement Program

Program Guidelines

Objective

The Enrollment Enhancement Program provides financial assistance to academic departments who have experienced declining student enrollments longer than one year. The maximum award per campus is $10,000.
