A:"Employees who have been granted permanent or continuing appointment by the Chancellor effective on or before April 1, 2007, or a second five-year term appointmentunder Article XI, Title A of the Policies, effective on or before April 1, 2007, shall receive a one-time advance to basic salary of $500. Such advance shall be effective April 1, 2007, and shall occur no later than April 30, 2007. Employees who receive such appointments effective after April 1, 2007, but effective on or before July 1, 2007, shall also receive such such advance to occur as soon as practical thereafter." (Article 20.10 of the Agreement, emphasis mine.)
Commencing on the first day of the payroll period closest to July 1, 2007, for calendar year employees, or Sept. 1 for academic year employees, base salaries will increase by a flat rate of $800. The $800 increase will be paid on a pro-rated basis to employees paid on an hourly or per diem basis, or who serve on a part-time basis, or who are paid on any other basis other than at an annual salary rate.(cf., Article 20.11b.)
Again, no later than Dec. 31, 2007, 1% of the total payroll will be paid out as Discretionary Salary Increases (DSI). The DSI money is distributed at the discretion of the college president. (cf., Article 20.12.)
A: The Policies of the Board of Trustees (PBT) covers various appointment types under Article XI. Most new full-time academic employees are given a term appointment, which is for one, two, or three years. Such appointments expire at the end of their term unless renewed. Term appointments may be renewed by the chief admiinstrative officer of a campus(usually the president), with a notice to the chancellor, for a period of not more that three years.
New part-time academic employees are usually given a temporary appointment. (A temporary appointment may be ternminated at any time.) After six consecutive semesters of part-time service, a part-time employee is entitled to a term appointment.
Nearly all academic emplyees aspire to attain what is generally called "tenure," which in SUNY is termed continuing appointment. This most important appointment type has several unique provisions, so it's important to read about this directly in the PBT.
Concerning continuing appointments, it's important to keep three things firmly in mind: 1) You should read the PBT language on this topic in its entirety; 2) you should consult with your department chair or a senior colleague about the process of attaining continuing appointment on your campus; and 3) continuing appointment must be granted by the chancellor (i.e., it cannot be granted automatically.)
A: The location differential pay was established to provide extra compensation for SUNY employees living and working in areas of the state where the cost-of-living is substantially higher than in other parts of the state, notably the New York City metropolitan area. Employees are eligible to receive the stipend immediately upon their employment by the college. There is no waiting period.
On July 1, 2006, or Sept. 1 for academic year employees, the downstate location stipend will be increased from $1264 to $1,302 per year.
The stipend is NOT paid to part-time or hourly employees EXCEPT when a full-time eligible employee is on authorized leave with a part-time salary at the time the above payments are made, they shall receive location stipends on a prorated basis consistent with their part-time salary status. (Article 20.)
A term appointment can be renewed before it expires for terms of not more than three years, and has different notice requirements if it is not being renewed, depending on how long you have been employed at the college and whether you are employed full- or part-time employee.
If you are a part-time employee with a term appointment, you must recieve a notice of nonrenewal 45 calendar days prior to the end of your appointment expiration date.
If you are a full-time employee with a term appointment and receive a notice of nonrenewal, you must be notified in writing: 3 months prior to the end of your first year of uninterrupted service (but no later than March 31 for appointments ending in June, July, or August); 6 months prior to the end of a term expiring after completion of your first year(but no later than December 15 for appointments ending in June, July, or August), but no longer than two years of uninterrupted service; and 12 months prior to the expiration of a term, after two or more years of uninterrupted service.
